Insights from the national prototyping workshops - Lithuania
The RenOnBill consortium held a series of national online workshops in the spring of 2020 targeting stakeholders in the four focus countries: Italy, Lithuania, Germany and Spain. The workshops aimed to select the target markets for on-bill schemes in the four countries and to develop the basis for cooperation options between financial institutions and utilities for the selected target market.
During all four national workshops in Spain, Italy, Lithuania, and Germany, participants discussed questions related to the relevant target market segments and to the preferences in terms of source of financing for the on-bill scheme (OBS vs. OBR). In the workshop for Lithuania, multi-family buildings were discussed as a target segment for on-bill schemes.The preferred model for any large-scale intervention turned out to be on-bill repayment (where investment capital is provided by a private third party).
